Immigration, Refugees and Citizenship Canada (IRCC) has announced plans to develop a specialized foreign labour stream targeting critical workforce gaps in Canada’s agriculture and fish processing industries. According to the department’s 2025-2026 plan, this initiative will include sector-specific work permits and potential expansion of partner country agreements. IRCC will collaborate with Employment and Social Development Canada (ESDC) on policy development and public consultations throughout 2025-2026. This stream represents part of broader efforts to manage temporary resident levels while supporting Canada’s economic objectives, potentially filling gaps left by the recently closed Agri-Food Pilot pathway.
