Despite federal efforts to reduce Canada’s temporary resident population to 5% of the total population by 2026, current trends indicate this goal remains elusive. The temporary resident count has grown to nearly three million by mid-2025, with only a slight decline from 7.35% to 7.12% of the population since late 2024. Experts suggest that the target may not be achieved until 2029 or later, citing insufficient infrastructure and coordination across education, labour, and immigration systems as the primary obstacles to the effective management of temporary immigration flows.
